Una de las primeras voces de protesta fuera de la Unión Soviética contra las colectivizaciones forzosas y las consecuentes hambrunas ocasionadas por el régimen estalinista fue la del dirigente comunista León Trotsky durante su exilio en México81
Ucrania aprobó la ley "Sobre el Holodomor en Ucrania de los años 1932-1933", propuesta por el presidente del país, Víctor Yushchenko. Según esta ley, el Holodomor en Ucrania de los años 1932-1933 es declarado genocidio contra el pueblo ucraniano. En su preámbulo se incluye la definición del genocidio, de acuerdo a la jurisprudencia internacional aceptada. Asimismo, la propia ley establece que, "la negación pública de la existencia del Holodomor de los años 1932-33 en Ucrania se considera una burla a la memoria de los millones de víctimas de la tragedia, una humillación a la dignidad del pueblo ucraniano y es ilegal". Con motivo del 75 aniversario del inicio del Holodomor, Ucrania presentó ante las Asamblea General de las Naciones Unidas, una nueva propuesta dirigida a declarar el Holodomor de los años 1932-1933 un genocidio contra el pueblo ucraniano. En la 58 sesión de la ONU se introdujo por primera vez en el diccionario internacional político como término para denominar al Holodomor hambruna artificial. La declaración común fue apoyada por 63 estados y aprobada82
El 23 de noviembre del 2008 el Papa Benedicto XVI, tras el rezo del Ángelus con los fieles congregados en la Plaza de San Pedro, recordó la gran hambruna de los años 30 en Ucrania, coincidiendo con el 75 aniversario del Holodomor: "En estos días celebramos el 75 aniversario del Holodomor -la gran hambruna- que en los años 1932 y 1933 causó millones de muertos en Ucrania y en otras regiones de la Unión Soviética durante el régimen comunista".83
Actualmente, numerosos países denominan la hambruna de 1932-1933 como genocidio contra el pueblo ucraniano, expresando de este modo su valoración político-jurídica sobre este hecho. Entre ellos:
